The Complications of Changing Magic by D.L. Carter
Eioth is crowned High King. The problem that has haunted the High Court elves has been answered. They all live happily ever after - right? Sadly no. During the Third Harvest celebration the weather spells shatter and Elemental Magic is rendered impotent. Widespread flooding endangers the citizens of the empire. Far to the south, Silva, a weaver displaced by the floods, and Federan, heir to the True South, must use a form of magic that cannot possibly exist, but does, to protect the people of the empire from rain that will not stop.
