A Home for Shirley by Sylvia Damsell
At eight Bartholomew and Shirley meet on an orphan train where neither of them are adopted. When they meet again thirteen years later it is just after they have once more been rejected as both Shirley's mail order husband and Bartholomew's mail order bride let them down at the last minute.

When they see a crib on the orphanage steps with tiny twins in it which the already full institution refuses to take in, they are desperate to give them a home. Shirley decides to adopt them though she will not marry Bartholomew at his suggestion. What they can do, she says, is share their care and see how things go.

But things are not what they appear to be, Bartholomew finds, and it takes a lot of patience on his part to find out why.
