After the United States becomes a totalitarian state under the Supreme Commander and the Constitution, the Congress, and the Supreme Court are abolished, dissent is suppressed, and homosexuals are the national scapegoats and subject to attack and imprisonment in concentration camps. In particular, gay males are used as society’s fall guys and whipping boys and it becomes governmental policy to purge the country of them. When twenty-year-old college student Rusty Vindex prints an editorial criticizing the government, he is convicted of subversive writing and is sent to the Hell’s Canyon Penal Camp. The prison is run by the mysterious Mr. Itch and where non-human kabolds are the guards. Rusty has denied and suppressed his own homosexual feelings, but in the Hell’s Canyon Penal Camp he learns to embrace his born nature. In the homoerotic events that follow, Rusty is freed from his inhibitions and submits to his natural homosexual desires. Events move toward a surprise ending with Rusty becoming Rusty the Avenger.
