In the eleventh Hardesty Vice cop mystery, warring factions in male prostitution organizations in New York City of branches of the Italian mafia are trying to move into Washington, D.C. There the two pimping organizations, the Spada del Piacere—Pleasure Sword—and Caligula, not only are trying to push into the District, while fighting each other, but they also are trying to displace the male prostitution institutions in Washington, D.C., which have attained equilibrium in the city.
This balance of license and justice is maintained largely through the efforts of Detective Hardesty, victim to vice fetish himself but a good cop in fighting evil and protecting all in the ever-enduring dealing in male-on-male sexual pleasure. One approach by Spada del Piacere is to recruit Hardesty in a key role of its business while leaving the Vice cop in place in the D.C. police force.
Beyond this they also want to acquire Hardesty’s significant other, the top-drawer male escort Toby Drake, for their stable. Hardesty realizes that saying “no” to Spada del Piacere means the attempt to erase both him and Toby by the Spada del Piacere, and he has his own reasons for saying “yes.” In the meantime, the bloody war of the pimps continues, with rent-boys dying in the struggle for control of their services, until it comes to a head with the shooting of a U.S. congressman.
